DP&L to Implement Wind Lake Solutions' SPANS Joint Use Notification System

August 25, 2009 -- Wind Lake Solutions, Inc., (WLS), Mukwonago, Wisconsin, is pleased to announce that Dayton Power and Light Company (DP&L) has contracted for the implementation of WLS’ SPANS™ (Spatially-enabled Permitting and Notification System). SPANS is a hosted web-based solution designed to electronically and centrally manage the workflow and inter-company communications associated with joint use projects.

SPANS will be used by DP&L and their partners for joint use pole attachment activities and joint trench projects throughout the company’s 6,000 square mile electric service territory.

DP&L’s SPANS deployment will support joint use proposals involving mixed pole ownership and any combination of 27 pole-specific joint use activities. Additionally, the system will track joint use rental changes, inter-company costs and payments for DP&L as proposal communications are processed in accordance with a configured lifecycle workflow. It will also track and report activities associated with management and elimination of “Double Wood/2-Pole” conditions, a particular focus of Ohio pole-owner companies and the Public Utility Commission of Ohio (PUCO).

“We are excited about the SPANS implementation and look forward to working with our joint use partners in a more efficient, cost effective manner,” said Scott Teeters, Operations Manager for DP&L. “SPANS will play a significant role in our strategic plan to improve the effectiveness of our joint use program. The overall improvement will have a positive impact on customer service while ensuring the continued safety and reliability of our system.”

David Coates, President of Wind Lake Solutions said, “We are delighted that DP&L has chosen SPANS to play a key role in their overall joint use management program. The DP&L management team is very competent and highly professional; they’ve been outstanding partners throughout the SPANS implementation process.
