O'Reilly Media leads the ranking, which is based on the number of educational offerings on each platform - including video tutorials, recorded lectures, or immersive online learning environments - as well as whether or not each platform implements six of the core online instructional techniques described as best practices by the Illinois Online Network (ION). ION is supported by the University of Illinois system with the aim of supporting quality education and online course instructors worldwide. Channel 9 (Microsoft Developer Network) and Big Think TV were the second and third ranked platforms, respectively.

According to Merrill Cook, the lead editor for the piece, "We tried to create a balance between some of the best educational experiences online - many of which only offer a course or two but offer one-on-one training, immersive environments, and even group projects - with comprehensive online learning platforms with thousands of offerings. There's a place for both, and no one-size-fits-all solution for online learners. However a balance has been increasingly struck between quality of online instruction and the range of offerings provided by a platform."
At the time of publication this is the most comprehensive survey of online learning platforms for ranking purposes, with over 360 surveyed programs. Metrics used in the ranking include the following:
Number of offerings: (50%) including video tutorials, recorded lectures, or immersive online learning environments.
Online Learning Best Practices: (50%)

An active forum community (8.3%)
The use of supplementary learning materials with lectures (8.3%)
Small group work (8.3%)
Student Projects (8.3%)
Multi-course learning pathways (8.3%)
