OGC Calls for Participation in Major Innovation Testbed (Testbed-15)

Testbed-15 aims to explore new levels of interoperable geospatial data processing with a focus on data-centric security, federated clouds, service & application discovery, portrayal, machine learning, and delta updates.

8 January 2019: The Open Geospatial Consortium (OGC) invites interested organizations to respond to the Call for Participation (CFP) for OGC’s Testbed-15 Innovation Initiative.

Testbed-15 provides a business opportunity for stakeholders to mutually define, refine, and evolve OGC service interfaces and protocols in the context of hands-on experience and feedback. Work on Testbed-15 commenced with the elicitation of Sponsor requirements in 2018.

The outcomes of Testbed-15 are expected to shape the future of geospatial software development and data publication. The Sponsors are supporting this vision with cost-sharing funds to partially offset the costs associated with development, engineering, and demonstration of these outcomes. This offers selected Participants a unique opportunity to recoup a portion of their initiative expenses.

Organizations selected to participate in Testbed-15 will develop prototype solutions based on the sponsors’ use cases, requirements and scenarios. These are described in detail in the CFP (see below). Participants’ prototype solutions will implement existing OGC standards as well as new prototype interface and encoding specifications introduced or developed in Testbed-15. Prototype specifications may ultimately become official, member approved OGC standards, revisions to existing OGC standards, or best practices for using OGC standards.

The Sponsors’ requirements have been organized into the following technical threads:

  • Thread 1: Secure Data and Federated Clouds

    • Data-centric Security

    • Federated Cloud Analytics

  • Thread 2: Cloud Processing and Portrayal

    • Earth Observation Process and Application Discovery

    • Open Portrayal Framework

  • Thread 3: Machine Learning and Delta Updates

    • Machine Learning

    • Delta Updates

OGC Testbeds are part of  OGC's Innovation Program, a global, hands-on, collaborative prototyping program designed to rapidly develop, test, innovate, and deliver proven candidate standards into  OGC's Standards Program, where they are formalized for public release.

Previous OGC Innovation Initiatives have helped transformed how we share and use geospatial information, from advancing the sharing of digital maps over the web (e.g.  WMS) to new encodings (e.g.  GeoPackage) that are empowering mobile users with powerful geospatial tools.

The method for submitting proposals is outlined in the CFP document. The submission deadline is 11 February, 2019. The project will start with a kick-off meeting April 2-4, 2019.

Participation is open only to OGC Members. However, proposals from non-members will be considered provided that a completed application for OGC membership (or a letter of intent to become a member) is submitted prior to (or with) the proposal.
