Turner Construction Company/STV Construction Oversee Construction At Landmark Police Training Complex

NEW YORK, Jan. 14, 2016 — (PRNewswire) —  The ribbon has officially been cut on the $745 million New York City Police Academy, a state-of-the-art 720,000-square-foot training complex in College Point, NY, that was successfully built thanks to the construction management expertise of the Turner/STV joint venture team.

Turner/STV was contracted by the New York City Department of Design and Construction (NYCDDC) to provide construction and program management services for this landmark initiative. Together with architects Perkins + Will, this integrated project team delivered a campus that provides the New York City Police Department with the most advanced police training facility in the United States.

The complex consists of a 350,000-square-foot academic building with classrooms, library space, and administrative and faculty offices; a 240,000-square-foot physical training facility with a running track and a special tactical gymnasium as well as a central utility plant; and other facilities such as a muster court (where cadets gather for roll call, march instruction, etc.). It has the capacity to serve 2,000 recruits and "in-service" officers at one time.

"This new facility will allow NYPD officers to meet the increasingly sophisticated policing and security needs of the city, and we are proud to be a part of this exciting public works initiative," said Steve Pressler, P.E., STV executive vice president and chief operating officer of the firm's Construction Management Division. "Our project team initiated a number of unique techniques to help keep this complex project on target."

"We are proud to have been part of the team that delivered this important facility to serve the needs of the New York City Police Department," said Charlie Avolio, vice president and general manager of Turner. "The planning, coordination and construction of the Police Academy was an incredibly collaborative team effort with Turner, STV, our design partners, the NYCDDC, and many other firms."

To expedite construction, Turner/STV utilized Building Information Modeling (BIM) software to facilitate coordination of more than 365 contractors and organized the project into a number of smaller projects. The team also issued early procurements of certain construction components such as structural steel, rather than waiting for 100 percent design.

In terms of sustainability, the NYCDDC required that the building achieve LEED® Silver certification. As a result, the Turner/STV team developed and adhered to an environmental compliance program that will likely serve as a model for the rest of the industry moving forward. Sustainable features include daylight harvesting, green roofs, storm water harvesting, and reuse and redevelopment of an existing tidal stream located within the site. Additionally, because the academy was constructed on a former brownfield site, the project featured a stringent environmental compliance component that was coordinated by the team.
