District of North Vancouver Recognized for Using GIS to Improve Access to Critical Property Information

Vancouver, Esri Canada User Conference – November 6, 2014 The District of North Vancouver received an Award of Excellence today from Esri Canada for improving property information accessibility and delivery by integrating advanced geographic information system (GIS) and mobile Web technologies into its new GEOweb Property Viewer application.  The new application has been optimized for mobile devices to provide all users, including realtors, property assessors and public works crews with quick, easy access to property information as they need it.

The new GEOweb application has already proven to be a considerable time saver by eliminating the need for staff to be in the office to reference asset information, engineering drawings and legal plans.  Informed opinions can now be derived on-the-go with comprehensive property information accessible on smartphones or tablets.

“As the adoption of mobile technologies grew and users’ needs evolved, we faced a growing challenge to provide  information to users on their device of choice, which requires us to support virtually every device available to consumers,” said Andrew Durnin, GIS coordinator, District of North Vancouver.  “The new GEOweb Property Viewer application provides rich spatial property information that is easily accessible on all mobile devices.  This has provided significant cost and time savings as the District does not need to invest in dedicated hardware as staff can access the information from their personal devices while working in the field.”

This public-facing application delivers an abundance of information, covering virtually anything anyone would need to know about a property and its surrounding area.  The dynamic Web map allows users to select from various basemap themes, such as buildings, zoning, topography or aerial imagery, and supplement them with additional layers including: development permit areas and municipal service networks.

The District of North Vancouver manages a vast amount of individual property information, including plans and drawings, connections to municipal services, regulatory requirements and assessments.  This information is regularly requested by realtors, property assessors, surveyors, residential service providers such as landscapers and roofers and other citizens who require immediate access to property information in the District.  The GIS and Project & Application Development Sections of the Information & Technology Services Department developed the GEOweb Property Viewer application using modern Web development technologies, following HTML5 standards and leveraging the ArcGIS platform.  The GEOweb application has been designed to provide the best possible user experience on a wide variety of devices and browsers using a single code base.
