Water loss is a very complex issue, and one-off investments in fixing leaks and replacing meters are not enough; being reactive (when a leak is reported) is much less efficient than being proactive (identifying hidden leaks, optimizing repair functions and upgrading distribution infrastructure before its useful life ends), where all the components of a water loss program are coordinated to reduce overall losses.
